The talc powder serves as an anti static measure inside the mold. Minute air bubbles are trapped by small areas of static electricity. The talc serves as a means of reducing the static buildup which will trap and hold onto these air bubbles during the casting process.
Also talc is very porous material. When it coats the inside of the mold in a fine powder, this powder coating will serve as a guide path for the resin to flow into.
The talc however will not eliminate all of the bubbles only some of them.
