There is no need to thin the Future.

You can apply locally, but you may want to apply overall just to make sure the flat coat afterwards works evenly over the entire vehicle.

You can locally overcoat the decals, even if you have globally coated prior to decals.

I have also used a brush to locally apply with good results.
