You could get a hold of some clear denture acrylic. It is a liquid/powder deal with different curing types. This may be the closest thing to what you're talking about. It has a quick cure time of five to ten minutes....but, to get it to 'shine clear' it takes some polishing/fine sanding, it's also not fine grain resin like the resin figures in the stores there is room for playing with the l/p ratio, just a thought....
