Andrey,
The lip on the roadwheel itself is made of steel and is cast in the same mold with the wheel. This makes the entire wheel solid. If you look in your picture it looks like the rubber is separating from the steel of the wheel. In WW II, no one had come up with the idea of wear plates on the inner portion of the wheels.
