Hi Mark,
There are two Aber sets for the Panzer IV. Which Tamiya kit (older or the newer tool) are you trying to fit? I used the older Aber set on the newer tool Tamiya kit and it was very fiddly to build but it fit. I attribute any troubles in fit to my assembly of the older Aber set. For the Italeri kit, I would only add a tread plate skin, not spend the money on a replacement fender set. so, I can't answer you there.
