Jim,
The external bustle rack extension is not solely an exclusive product of the 3rd Infantry Division. The Marine Tank Units were the first to adopt the product. All US Army armor units have adopted the "famous" extension to allow for more OVM and personal gear. But there was another bustle rack that was supposed to be purchased by the Army but it cost to much.
