Paul,
For a good UK-based tool company, suggest you try www.squirestools.com. They are based in Bognor Regis & will send you a free catalogue full of items you are interested in. Their mail order service is superb (next day delivery when the Royal Mail aren't on strike).
For photoetch shears, suggest you try a Xuron set. I've had mine for 8 years & never needed anything else.
Re: plastic sprue cutters, best ones I ever found are Tamiya side cutters for plastic. These have nice fine jaws so you can get up flush to the part, minimising sanding & cleanup. I got mine off eBay from a Hong Kong dealer, but I imagine you could get them anywhere that stocks Tamiya tools.
Another tool I wouldn't be without are Tamiya modelling scissors, always stay sharp & are great for cutting out decals, plastic strip etc. & even for trimming your nasal hairs when they get out of control!
