I have had great luck gluing ESCI, Hasegawa, other soft-vinyl tracks using the vinyl cement that comes with swimming-pool inflatable toys. The beachballs, life-rings, sun-rafts, whatever; usually come with a small tube of cement in a vinyl patch kit. It has worked great for me.

And the other post; it is much easier to leave a wheel off at a strategic location, secure the tracks, then carefully install the missing wheel.
