You are supposed to coat your model with Tamiya Polyester Putty (a two part tube and catalyst putty) and then rake in the pattern with the photo-etched zimmerit applicators. They have a couple sizes and angles. I don't like this method myself but got ok results practicing on a Tiger I using them.
