You could cut them from thin pasticcard or if you happen to have thin glossy card (like the one used in blank CD inlays)around - it also works pretty well if "stiffend" with a few layers of colour.
For the best appearance however I would advise using thin metal sheet - you can bend an dent it.

Cut 12 rectangles, 2,9cm in lenght and 1.1cm in height, from the material of choice.

Cut rectangulkar holes of roughly 1mm x 1mm into the sides of 8 plates at two points - ca. 6mm from top and 3mm from bottom on both ends.

The other four should have these only on one side and another 2 holes of the same size 2.4cm from the side with the others.

Next you need the supporting hooks - best made from approx. 1mm strong plastic, I´m sorry I can´t take the dimensions on these, maybe someone else can jump in.

Once mounted, leave some off or hang them from onyl one support - they frequently went missing.
If your panther is serving in the east, you could also make some small hits from AT Rifles - looks cool.

I hope it helps - depending on how tight your budget is you could also buy sime decent skirts from VoyagerModel for something arround 5€ - its a good investment if you have no sheet metal arroudn to make them and much easier on the nerves.


Anyway - have fun with the A, I just recnetly undetook a similiar project with Dragons A late.
