Dom,

The sponge is clean off excess solder off the tip of your soldering iron.You get it wet so you dont burn the sponge with the tip!

As for tinning the iron, look for this:

I'm not sure if your located in the US, but the link above should help you in finding a similar item in your country. I use it on my soldering Iron all the time and it works great.
