Hi John

The basic way to apply static grass is to apply a thin layer of white glue (known as PVA, white household glue, Elmer's glue - depending on where you live) on the surface. I use undiluted white glue for a big area, or white glue diluted with water so there's about 1/3 to 1/2 water. It can't be too runny (as you'll be able to tell from later steps).

Then you shake your bag of static grass over the glue to get the grass coverage you want (apply a little at a time).

Next, turn the base upside-down and shake off the loose grass. Be sure to catch the excess for your next application (the cheapest way to go).

The next step is fun (have a way to catch the excess still). You hold the base upright, and blow lightly across the surface. This'll make the static grass stand up!

If you think you need more, repeat!

When it's dry, paint it. The grass usually comes in horrible colors, and needs painting to look right. You can airbrush it or brush paint it (but use an old brush, because some grass will come off).

Some folks use the grass mats, and pull them apart to glue little tufts of grass in places. Static grass just sticks where there's glue, so you can make it patchy with little puddles of glue, and it's easy to add more grass this way any time.
