If the problem is associated with strong liquid solvent cements and the very fine "skeleton" style tracks reacting badly to them, perhaps you might use a thin formula super glue instead on Panzer I and II type tracks? I imagine you would have to drape the tracks in position "dry" (just friction-fitted together) and then apply the super glue. No solvent should mean no shrinkage (super glue catalyzes on exposure to moisture).
