Arun, as I read this site, the centered Hackenkreuz was more common, if not always used, ON LAND, and the off-centered version you have posted was for use at sea. That aspect would not be so important in a wrinkled, cross-folded flag on a tank deck, perhaps.
I have seen photos of ID flags that looks to have been made by the soldiers for ad hoc use, and I doubt that they were quite so particular about the flag regulations. Nevertheless, these diminsions are certainly what would have been officially supplied and would have been by far the most commonly used.
