I could see two methods. If you have a dividing head or equivalent (a machine tool accessory) it is a simple matter to provide equal spacing around a diameter. An alternative that I have seen used for handwheel graduations in the home machinist press was simply to wrap a strip of paper around the wheel blank to determine the circumference and divide the circumference by using parallel lines (*).
It looks like what Fabio did for his directional tread was to make a flat strip master of the tread lugs, make a resin copy, and form the resin copy around the tire blank to make the master for the entire wheel.
(*) To divide a given length into equal spaces using parallel lines: Let's say you want to divide 100mm into three equal spaces. Put two marks 100mm apart on the edge of a strip of paper. Then, using drafting equipment (like a ruler, drafting machine, or other devices and templates for making accurate parallel lines) make four equally spaced parallel lines on a sheet of paper. The spacing doesn't particularly matter, just make the outer two less than 100mm apart, say around 75% of the length you want to divide. Now put one of the 100mm ticks on one of the outer lines and rotate the strip so that the other 100mm tick on the opposite outer line. Mark on the edge of the strip where the two interior parallel lines itersect the edge of the strip. Your 100mm strip has now been divided into three equal spaces. Nowadays, with CAD, you can get the computer to do it.
