"Is there anyway to tell which tracks are OK to glue and which has to be cauterized?"

The older Tamiya kits which have tracks which have to be melted together generally have separate individually moulded tracks.

The newer "glueable" tracks generally come moulded on a sprue (of sorts). The glueable tracks have a slightly darker appearance and a slightly more rubbery texture.
