Hi Dominic,
If we are talking about the same Mr Surfacer 500, I am sure you are not doing it correctly because its a primer. It is supposed to be sprayed on and left to dry. It will create a surface so your painting later will "bite" into the model.

I normally after assembling my model and filling up gaps, spray a layer of primer (leaving it to dry), then followed by a layer of matt black paint with my airbrush. painting with brush will only begin after black paint dries.......

hope this helps. not sure its the proper way but i am sure you don't use a brush with Mr Surfacer.
