I haven't tried this yet myself for workable tracks (so far I have only done
the non-workable kind) but this is what I do for similar applications:
I use good 'ole white glue. It will usually hold pretty good until you put
stress on it. Therefore, I would think it would hold the pins in, and if you
happen to get some on a nearby link, you should be able to break it free.
Depending on how it holds up, I miht run some 'real' glue on the tracks
after you get them exactly where you want them.
