Hi Andrew,
if you think making a tie-down is a lot of work, repairing a broken one is
about the most tedious job in the world!
Wire would work as well if not better. I wasn't sure I could accurately bend
wire to such a small shape and for some reason I hate drilling holes and
refilling the inevitable gaps around the inserted piece of wire. Wire would
be a lot sturdier though.
One word of warning, watch out using water on the paper. It slightly
dissolved and fuzzed on our Humber because we washed it with water before
painting. I'd recommend coating it in gloss paint first. You could use metal
foil as well but I found it too springy to work with on such a small scale.
