I like thin strips of lead foil (such as used to come on wine bottle
corks) to make the straps. No spring back at all and folds and crinkles
nicely, too.

By the way, do any countries still put lead foil on their wine bottles?
Not the thin aluminium that shows up here in Canada, but actual dull
lead foil. If so, I would gladly pay postage from anywhere in the world
if someone would start saving them for me. I am starting to run out of
my supply and despair of finding a replacement.
