I would, and have, used epoxy putty for this. It doesn't shrink and
stays workable long enough to allow you to make it into any folds and
wrinkles you like. Use rounded tools and keep your tools wet with water
or isopropyl alcohol and you will get a nice smooth job without having
to go back and sand later.
If you find you want to modify it after it cures, you can add matrial to
what you have or cut out the stuff you don't like and add more putty on
top of that. Very versatile way of making any kind of soft or fabric
item on a tank. I also use it for tarps, bags, tents and the like.If you
want to see how nicely it can do the job, take a look at my Staghound in
the TL Gallery section. All the tarps and bedrolls were made from epoxy
putty, including the very thin rags that are stuffed into odd corners of
the stowage.
