Like some of the other posters, I would consider these my essential tools:
Liquid cement (used with a fine tipped brush)
Xacto knives w/no. 11 blades
Rat tail files
Unimat microclamps (2 for $10 at modelexpo)
Pin Vise and miniature drill bits
Sand paper and sanding sticks
Xuron plastic sprue cutter (Tamiya makes one too)
Tweezers
CA glue (super glue), medium viscosity
Gloss coats (Future, Testors gloss coat)
Micro set/ Micro sol (for decaling)
Paints, dullcoats, airbrush and CO2 tank
Vision magnification aid
latex gloves
cutting mat
old t-shirts for messes
Tamiya polyester putty, Squadron white putty
metal straightedge

My specialty items for my scratchbuilding and other super detailing are:
Motortool (Dremel and others) with grinding and burnishing bits
Xuron PE cutter
Hold & Fold PE tool (by Smallshop.com)
Apoxy Clay (by Aves) and clay molding tools
Needle nose pliers
True Sander and The Chopper (by Northwest Shortline)
calipers
