German officers were given an allowance to purchase their own uniforms,
unlike enlisted men who were issued with them from stores.

Some officers purchased theirs from arm stores, many had theirs tailor made.
Photos of surviving examples show a wide variety in quality of officers
uniforms.

Close ups often show padded shoulders, some more so than others. As a
general comment the level of padding appears to be in the same range as seen
on modern mens jackets cheap clothing little tailoring or padding, dearer
clothes better tailored, more padding etc etc.
