Yeah the upper hull and turret are new, but not that great. The Tamiya wheels and sprockets are very poor, so these are the same. The kit is not as good as the 21st Century toy in 1/18 scale. It would be foolish to rob a Bandai kit for parts to correct this kit because the Bandai kit is 5000% better.
