I have made snow in three different ways, all worked to some extent.

Cheapest:
Use Sodium Bicarbonate (baking soda). I sprinkled it over a thin layer of white glue. The snow looked good, it was easy to build up in areas. The bad part is that it can (not always) turn yellow with age. If you use a white base coat, it's easy to simulate drifts etc.

Next:
You can buy these things called microballoons. They are like a white dust. They are used for ballast in RC models. You can get a lifetime supply for $25. Again, a thin layer of glue, then apply the microballoons. You should wear a mask, because they'll clog your lungs (literally). If there's any wind, you get them EVERYWHERE!!! They are the
lightest thing ever! Literally white dust. You get effective 'fresh' snow.

Best for slush:
I bought a bag of Hudson & Allen slush. It's some kind of particle that sparkles. Mix with water and white glue. It costs less than $10 a bag. I used about two teaspoons of it on a vignette base. I found it too 'sparkly' so washes of white paint helped tone down the color. Unlike the other two, you can paint it after the stuff dries. It looks
like spring snow when done.
