I have a technique which I think is simpler than Paul's, no offence.

Get plastic sheets of the desired thickness, one for the grille bars (sheet A) and one for the gaps between them (sheet B).

Cut some strips from sheet A that are the exact width of the grille you want to make. Cut some pieces from sheet B, their shape is not important, the diagram shows their approximate size.

Glue together the pieces as shown in the diagram. The B parts will ensure the correct spaces appear between the A parts. MAKE SURE THE A STRIPS ARE EXACTLY ABOVE EACH OTHER. Leave a gap between each pair of B parts, this will form your grille later.

The result should look like the 2nd diagram. Make two strips that will form the sides of your grille. Glue them as shown, opposite each other, and ensure that glue touches each layer of the sandwich. I recommend superglue here.

If you wanted slanted slats, you would glue these strips at an angle.

When it's dry and solid you can simply cut away both ends of the sandwich leaving a slice in the middle, that is your grille! If you're brave, use a razor blade and cut to the exact thickness you want. If not, cut it too thick, file it down, and clean the shavings out of the holes afterwards.

I made a grille for a Panzer 1 engine deck in 1/76 scale with this approach, it was very successful.
