For non-solvent putty (like MIlliput), you can fabricate them from styrene without much difficulty and for the solvent-based types, I use scrap resin sprue with saw grooves for the 'waffle' pattern and a carved resin block or scrap brass strip for the 'trowelled' pattern.

It's not that hard and looking at the photo on the PMMS site of the Firestorm stamp, I am not sure the pattern is correct anyway - the depression stamps look round insteda of square. Mind you, the picture isn't great so I may be maligning the part.
