Jared,
You have only a couple of options.
1) Get your money back. This is the most important as the M551 will come up again.
2) If you have not left feedback, leave a stated explination of the negative auction.
3) Do #2 again as it will help others if this guy continues. If it was an honest mistake, then the message and swiftness of his refund will tell you the answer. We are human and a mistake is a mistake.
If there is no hope of swaping the kit or getting a refund, then you may want to contact Tamiya USA and see if they have the missing sprue. i believe that Tamiya Japan is re-releasing the M551, but it is the older kit and not a new manufacture.
Just my 2¢ comment here.
