Dave told you what you should do.
My thought is that the seller should refund FULL, including the postage, and if he refuses, then he is commiting a fraud and you should complain to ebay.
FYI, you can order Tamiya sprue. Rainbow Ten is a reliable source. Currently the M551 is in release. You can also look for the Jaguar replacement Track and Wheels Set.
You can get a new one M551 around $10 in Hong Kong.
