There is a special tool for those things. Hold-&-Fold is a special jig. See http://www.thesmallshop.com/ for details. The 8# is the best solution I believe.
If you do not want to buy it I used to cut two pices of styrene (3 * 15 cm), as a sort of jig, which I had fixed in either two small clamps - or did very hold thight/firm with two pair of pliers. Then I bent the fender edges holding the jig against a hard surface such as a glass plate. I think using the clamps worked better than the two pliers as the parts might slip very easy resulting a slightly wrong fold-line. In these cases an error of about 2/2 - 1/5 mm is visible.
