Looking at the 3-in-1 late version, it looks like Dragon has modified the entire torsion bar/suspension assembly to give more tension to the wheels - the axle ends look in the instructions to ride lower. Maybe the initial version was not originally intended to have the torsion bars, hence the two glueing pips that have to be cut away, and the bars were an afterthought to add another bell and whistle and get a head up on AFV Club.
