CA glue comes in three viscosities. I use the "medium" which has the consistency of heavy cream, I'd say. The "thin" is water-like while the "thick" is gelatinous. I put a few drops of the medium on a piece of aluminum foil (for some reason, the glue stays wet longer).
SOmetimes I get lazy and use quarters or nickels! Then I dip the PE piece directly into the CA puddle or use whatever is handy and disposable (old exacto knife blades, stretched sprue, paperclips, etc).

If you need more glue on your applicator, get an old sewing needle. Insert the pointy end into a handle or wood dowel. Snip off the tip of exposed end with the eye where the thread would have gone. Spread the two exposed prongs a little bit and you have an applicator that will carry quite a bit of glue. If it dries, just crush the CA with a pair of pliers and you'll get a clean applicator.

I'm too lazy and just use my junky blades and stretched sprue!
