Some suggestions:

1. Medium viscosity super glue, as suggested earlier.

2. Matte gel medium or matte medium, such as that used by artists to thin and mix paint works very well. Both are found in an art supply store or even a craft store like Hobby Lobby, Michael's, etc. Either one cleans up easily. You can slather it onto a part, put your piece down, then clean up the edges with a damp cotton swab. It;s longer drying time gives you some working time to finesses the part into palce if needed. I wouldn't do large pieces such as attaching fenders to the hull with it.

3. Use two-part epoxy putty, such as Magic Sculpt, Milliput, ApoxieSculpt, Green Stuff (aka Knead-a-tite). Depending on the part, you can also sculpt in the weld beads and such at the same time.

4. I've used two-part epoxy glue for some metal-to-plastic building, but I'd save it for the large pieces like fenders to hull. It gets messy...and smelly. Test on some sprues prior to putting it on the kit.

5. I've read about people using the Mr. Surfacer products for PE attachment, but I've never tried it.

Good luck. Finding the one you like and are comfortable with, or developing your own way, is part of the challenge and fun.
