I use a few different ways depending on the size of the part. For at least 75% of the time I use Zap-A-Gap green label, slower setting. I place a drop on a peice of wax paper ( CA will not bond to wax paper and will stay "wet" for sometimes more than an hour so theres never any waste ), gently touch the pe to the glue and place on the model. I usually strenthen the joint by applying a drop of glue with a peice of 0.24 wire afterwards. Craft stores sell spools of it for under $1. in the necklace section around here. They also have 0.28 that makes great hand holds.
Milliput putty works great as well, as metioned you can do your welds at the same time, water makes the bond stronger after placing the part, and makes the putty more easilly shaped for welds.
On one model I used a low heat soldering gun to warm the pe and actually melt it into the surface of the plastic, worked pretty good but takes a very steady hand and takes forever too.
I've used Future floor polish on parts that wont be under any stress, the drying time is slow but it works pretty good.
Last, Ive used the venerable ol Elmers white glue to position pe, it cleans up so easilly. Once the part is set in place perfectly, give it a few minutes to set, do any nessisary cleanup, then use the 0.24 wire to apply a drop of CA to improve the bond.
The most important part is to prep the PE first, a light sanding where the glue is to hold it will make little scratches that help the glue have something to hold on to. Another way is to soak the pe tree in vinigar for a day or two, it will clean the pe and micro pit it as well to help glue and paint stick better.
