Lots of folks use accelerator for that purpose, and to improve the strength of the bond. I wouldn't necessarily "spray" the accelerator on, though. It gets everywhere and if you need to apply more glue near the area, it'll set before you get the part on or positioned where you want it. Use an eye dropper or something to apply it, as you'll get more control where the stuff goes. I made my own applicator out of an empty glue bottle and some flexible plastic tube, both available in the RC section of the local hobby shops here, but I like making my own gimmicky tools for model building. Why they insist on selling accelerator in spray bottles boggles my mind, really. No one uses it as a spray, not even the RC folks.

A "poor man's" accelerator is readily available in your own house. Good old tap water will set the glue quickly, if not instantly. Apply it the same way you apply the store bought accelerator. It might leave a bit of white residue behind, but it won't craze the plastic or anything.
