This PVA/Wood glue/white glue trick works pretty well with practice. Dip a bit of wire into the PVA and then dab it on the model. Once you've got used to how the surface tension acts to form the dome of the rivet you can get pretty consistant sizes, but for a more a sure-fire option buy them ready made from Grant Line. Grief produce a rivet maker that relies on pushing melted sprue into 'negative' rivets milled into a metal plate, which is cheaper in the long wrong, but a real pain if you have a lot to make.
