I've done a lot of figures over about 40 years of modeling, and the best method I use is used by most folks who do Napoleanics and the like. Got to Radio Shack and buy their mini-soldering tool (should run about 10 bucks or less). It comes with a silvering tip that is soft and VERY easy to file down -- file it down to a needle tip, as sharp as you can make it.
Once hot, use this tool to "stipple" the plastic surface of the hat -- make little darting motions straight into the plastic and pull it out again. This will make a little hole with the excess plastic coming out in a thread. Once you get the hang of it it's very easy. Go over the entire surface this way, and you'll have a "fuzzy" surface. If it's too much, you can tone it down a bit with a quick application of liquid glue, which will dissolve the taller threads back down.
This same tool is immensely useful for:

welding rubber-band tracks together
simulating weld marks
making zimmerit
