There is a flocking material made by detail master that car modelers use
to replicate the seat cushion cloth and the carpet. It's pretty
fine-grain stuff, it's made in various colors and might work for your
cap. I've used it on a couple 1/24 car models and it's works great to
replicate cloth, so in 1/35 scale it might do the trick for fur. It's
easy to work with too.
