This uniform was worn by the Allgemeine-SS, and by the Waffen-SS as a leave or guard-duty uniform pre-war. Also LAH wore a special white leather equipment except for the rifle pouches which remained in black leather.
Shortly after the beginning of the war new W-SS recruits were no longer issued the black uniform. In late-1941 Himmler order that all Waffen-SS personnel were to turn in their black uniforms. Thus only the Allgemeine-SS were to wear the black uniform, but by 1942 even the A-SS were ordered to wear the feldgrau uniforms and turn in the black uniforms. So obviously this was a pre-war or very early-war film clip.
