Hi,
The answer is not easy. Basically there is nothing commercially available out of the box to meet your needs.
If you are working in 1/35th scale and looking to do canuck blue helmets in yugo the best bet is to pick and choose parts from the Dragon range of 1/35th scale Modern US Figures (and as you suggest soem fo the vietnam sets)figures.
The M-16A2s from those sets are basically C7s though you may wanna replace the carrying handle with a scope. Same goes for the M-249 which is the same as our C9.
For flak jackets the standard US PAGST model can be modified to mimic the canadian model... grind off the web gear and the front flap. Webbing generally wasn't used and the front flap on the canadian vest runs all the way from collar to the waist unlike the US model. The pockets and shoulder pads remain the same whie later models should have three khaki straps on the back connecting the split back armour... early models had one piece back armour so no straps.
Stock dragon arms and legs can be used, save for the pleats in the pockets which have to go. The canadian pockets also have large round buttons.
As for helmets, depends on which rotation. For the first deployment (RCR and Van Doos) the standard uncovered american steel pot was used (painted blue with UN insgnia, source these from Dragin WW2 or korea yank figures)) . This was then replaced by the US kevlar model. Some had blue cloth helemt covers (the US 1st Infantry set has the best of these) . Most, however, were later simply left bare and painted blue. The NYPD swat team set has escellent heads and uncovered kevlar helmets.
Don't warry too much about pouchs and such, most pictures show a bare minmum of gear if any while on patrol.
Once the blue helmet mission switched over the a nato mission (ifor,sfor,kfor) alot of the gear changed. American pattern flak vests could be seen, the new load carrying vest could be seen as well as was the new canadian pattern kevlar helmt with cadpat cover etc. Here is gets more difficult, even worse when you talk about the afghanistan deployment.
Further sources of useful gear could come from the Academy Israeli sets. While they have certain issues the flak jackets in the armour crew set are very useful and close to the canadian models while the infantry set comes with torsos with webbing very similar to the canadian pattern. Finally with a little sandign the dragon Israeli paratrooper set helemts can be made into a reasonable facsiilie of the new canadian pattern.
