Hi Paul,

Yes, it is open for all, though it is traditionally mostly Japanese. Lots of "anime" characters, Pokemons etc. If you want to participate, just do what they say in the announce. I tried it once, and was lucky enough to win a "Good Work Prize". Here is a figure I submitted:
