1. the mold: you will need a two component silicone, for example dental types, wich is very soft and does not shrink. a soft silicone is important to make an exact copy. but...silicone is very expensive. i do not know what brand you can get in the u.s. maybe you ask joe bacanovic, the boss of tiger model design, who is a nice guy.

next you decide, if you make a one-piece or two-piece mold. a one piece-mold is pretty easy. if you look at the verlinden stuff, you mostly see what type of mold they used. for figures mostly one-piece ones.
for the mold you will now need a vessel. like a little box, maybe selfmade (e sometimes use lego bricks, but they need to be sealed with tape). the vessel must be big enough to take the master and about half an inch around it for the silicone, to make the mold stable enough to give the copy the correct shape. on the other hand you should not make the mold too big, because it will get too expensive.

2. the resin: again i only can tell you: talk to joe bacanovic. resin is two component also. the cup time, time from mixing the components till they start hardening is pretty short. my resin can be casted only about two minutes. that means if you have a complex mold with many aftercut (i do not know how to call it right) you have to be fast. the next problem is to prevent airbubbles. the professionals use either vacuum pumps or pressure chambers. at home you do not have something like that. so right after pouring the resin into to the mold you need to stir the stuff to get the bubbles out.
and resin is also expensive.

the rest is try and error. it is not too hard to learn, actually it is fun but sometimes frustrating.
