Peter,
Perhaps they updated the kit contents since you got yours? My example definitely included two pairs of arms--two lefts and two rights, each is slightly different. One right arm has a 40mm grenade pouch attached near to armpit, the other right arm doesn't. One of the left arms has a notch missing (intentionally) under the armpit, presumably to clear other pouches on the vest, and the other left arm doesn't. The angles of the elbows of each arm is slightly different from each other too.
I've never written a review before, but maybe I'll give it a shot...
