hi
as far as i know, you can not use enamels - they will never dry and stay sticky. i guess artist oil and / or acrylics are ok. maybe you should try. in a modelling journal i read, to fill the hollow vinyl figures with plaster to give it a better stand and prevent the figure from warpage.
accelerator... try it on the inside or on the sprue.
