I've read several articles about using lacquer paint on vinyl models. According to those, It's fine so long as you keep the coats thin.
For assembly, I use contact cement, CA glue and five-minute epoxy. The best is using a combination of CA and epoxy, because the CA provides a solid bond to keep the parts together while the epoxy sets up. Most epoxies won't damage the material, but test on sprue or flash anyway. I used contact cement once as an experiment and it worked fine, but took forever to set up.
I've used expanding foam insulation from spray cans to fill the two I've built. It fills the hollow portions fine, and is easy to cut, file, and sand if needed. The brand I found is called Great Stuff, usually found in the electrical section where the wall boxes are sold or duct section of a good hardware store. I've never tried plaster, so I can't comment.
