I paint the whole uniform flat black,then I use a dark to light gray to dry brush folds all over the uniform.Play around with the grays untill your happy with the result,you don't want it to light so it stands out but you don't want it to dark so you don't see it.Then pick out you details such as metals,arm and coller insignia's, belt buckle's, buttons and anything else that stands out.I think you will be haappy with the result.I hope this was of some help.
