Greetings Mike,

As for undercoating the figure a Mix of Tamiya's XF-22 RLM Grey and XF-65 Field Grey is a good start.

As for a Windsor Newton mix (though this could apply to any artist's oil colours), Try the following:

6 parts White (i.e. Titanium or Cremnitz White)
3 parts Black (i.e. Ivory/Bone Black or Mars Black)
1 part Blue (i.e. Windsor Blue Red Shade)
1 part Yellow (i.e. Cadmium or Indian Yellow)

Basically you want a relatively neutral to warm grey that is made slightly greener and darker by the Yellow/Blue mixed into it. This is a generally good Field grey mix so for the greyer "Bonesack" you may first want to mix the grey, then add a little bit of the green to get the colour you want.

While you can use any version of White/Black/Blue/Yellow you want, I have recommended warmer versions of each colour as clothing colours tend to be 'warmed' by the material (but as the bonesack was mostly cotton this is less so than if it was wool).

For the Grey component, I like the Cremnitz White (a lead white) because it is a nice, creamy warmer white great for uniform items, though Titanium is just as good. While for the Blacks, Ivory/Bone black is warmer, but I like the opacity of the Mars Black (it covers very well and has good staining power, i.e. it will darken the white very well, hence the 1:2 proportion.)

For the Green, using a warmer (reddish) Blue like Windsor Blue red shade (or Ultramarine if you have it) and a warmer, slightly more orangy yellow like the Cadmium or Indian Yellow will give you a duller green (as opposed to a bright grass or almost florescent green) which is more appropriate for uniform items.

You can choose and use whatever colours you want, I picked some of the ones I have more experience with or knowledge of.
