Hi Neil,
you're correct in taking that. The terms washes is fairly similar to glazes. A filter is actually nothing more than a wash, but has more thinner to it. The difference is in the way you apply it. When using the filter, you try to change the tone of the part you are painting. Washes are usually used for creating shadows.
Tips for the shopping list (or more like five bottles of Vallejo I used on the fig shown):
862 black grey (might want to use other dark colours, this was what I got at hand)
873 US field drab (base colour trouser, essential)
921 English uniform (first shading on trousers)
928 light flesh (for lightin the colours, works better than white or light grey)
978 light yellow (for jacket, essential)
