Hi Alan,
The hairspray baking soda technique is hard to control and can yellow very quickly.
The best technique for applying snow that I have found is very simple and it goes like this. Go to your local hobby store and ask for a small plastic bottle of micro ballons. The airplane guys use them as a light weight filler in putty for their flying airplane models. The small bottle will give you a nozzle applicator that will make laying the snow dowm much easier.
Mix up a 50-50 solution of water and white Elmers or Elmers type glue. With a small brush, apply the diluted glue solution onto a small area to receive snow. With a small opening in the end of the applicator tip, turn the micro balloon bottle upside down over the glue area and gently tap it. Build the layer of micro ballons up slowly. Likewise work slowly and carefully across the whole scene where the snow is supposed to be working on small areas at a time. Blow the excess micro balloons off the scene as you go but be careful. You don't want to inhale them because they can cause some nasty respiratory ailmants if you inhale enoug of them. Wear a simple painter's filter mask that you can breath thru. You will be astounded at how easy and effective this is.
For deeper snow areas plaster of paris is good for the intital build up but I would still paint it and then apply the micro balloons over the top.
