Liquin is used by some and not others.
The most common method described for painting faces with oils is to use an enamel or acrylic undercoat color, then apply oils over top of that. The base coat has to be very dry (days or more for enamels), and you apply TINY amounts of oil paint to the face. No thinner, mixer, additives etc. are used by most folks. Think of staining the base coat rather than applying another coat of paint. Oils take a while to dry, so they can be reworked over time.
If you plan to use the oils on a palette like card or newspaper, then adding liquin is just going to reverse the effect of putting the paint on a card.
To thin the paints and not get them glossy, you can use an oil medium. Grumbacher Oil Mediumm I is one type that will not make the paint glossy. It smells like oranges...
IF you do end up with a glossy finish, then you can use your standard flat/matte overcoat.
The best thing to do is get a bunch of good heads (like a pack of Hornet heads), and try painting a few at a time. You can try different techniques on each one, or just try the 'assembly line' approach to get some practice.
For small heads, Mark Bannerman's techniques work well. For anything 1/35 or larger most folks paint the face rather than using washes.
